I am using JOSM 9881 with opendata and thought I had proj4 plugin thought list below has log4j?.

I noticed at https://wiki.openstreetmap.org/wiki/JOSM/Plugins/OpenData#GIS_files_.28ESRI_shapefiles.2C_MapInfo_files.29 states that it should be possible to implement these parameters in the next plugin version, or might be fixed with all the recent work on the projections.
I have also seen https://josm.openstreetmap.de/ticket/12186 regarding extending projection support in josm core.

If it is not possible to fix this would using ogr2ogr to convert the Esri Shape file to KML solve the problem?
