12352	[patch] delete layer from file menu	kolesar	team	"As far as I know, there is no keyboard shortcut in JOSM to delete the active layer. I think it would be practical:

* pressed Ctrl+N but have changed my mind
* opened a lot of layers and would close some of them without mouse

Created DeleteLayerAction, attached patch.

Wireframe View has already taken Ctrl+W, therefore default keyboard shortcut is Ctrl+F4. On my desktop I have choosen Ctrl+W as I don't use Wireframe View at all.
