11969	Add yh:WIDTH to tags.discardable	planemad	team	"As per [https://lists.openstreetmap.org/pipermail/talk-ja/2015-October/009128.html talk-ja discussion] we are ok to discard `yh:WIDTH` tags from the Yahoo data import of Japan. This can be added to the list of discardable tags in JOSM.

There are over [http://taginfo.openstreetmap.org/keys/yh%3AWIDTH#overview 5 million occurrences] and causes issues during data cleanup and merging operations.
