2. Run the validator
3. Validator complains about relation of type restriction without a restriction

==== What is the expected result?

A relation type=restriction should accept restriction=<restriction_type> or
stuff like restriction:psv/hgv/bicycle/motor_vehicle etc as a valid restriction
in that relation type.
