1. Create an OSM.xml file with an non ASCII Character in the filename e.g üöäÖÜÄß.xml
2. Try to open that file with JOSM with the Open Dialog. The file will not show up.

Show all files disregarding their filename.

All locale and filenames are UTF-8 - Debian/Wheezy.
