Add preset for monitoring:groundwater

There should be a preset key for monitoring:groundwater in the default presets. See patch.

JOSM uses 4 characters indentation and no tab stops (If you use Notepad++ you can change the default indentation at the "change indentation settings" button in the toolbar by removing the check at "use tabs".)

So would be good, if this can get automatized in context of #8645. It would be helpful if there are atleast 2 i18n updates during a release cycle. The one one week before stable release and the other directly before stable release. This way you can recheck translations in JOSM-latest and improve translations before stable release.
