What steps will reproduce the problem?

1. bzip2 -9 foo.osm
2. Open foo.osm.bz2 in JOSM

Expected results:

JOSM loads the osm data

Actual results:

JOSM fails to open the file

Workaround:

Manually decompressing the file and then opening it works.

Notes:
