natural=water + leisure=swimming_pool should be fixed by removing natural=water.

So it is possible to add automatic fix for this problem (removing natural=water).

As it is easy to imagine why somebody would add natural=water to leisure=swimming_pool it is almost impossible that somebody would add leisure=swimming_pool to natural=water in situation where it is not a swimming pool so automatic fix would not cause problems and would reduce confusion about what is a problem and how it should be fixed (mine resulted in #10119).
