Just because something is ""place built for swimming as a recreational activity or sport"" does not mean that it contains water (it may be unused, area may be part of place built for swimming but without water etc).

It should either contain explanation why this is reported or dropped.

Note that natural=water is defined as ""Used to tag an area of water."" so marking typically filled open-air swimming pools is perfectly OK.
