10097	Unable to update plug-ins and download OSM data from API	anonymous	anonymous	"What steps will reproduce the problem?
 1. open JOSM 7182. ask for plug-ins to be updated.
 2. Nothing happens exept for each plug-in, after 42 seconds an error message is given
 3. go to suggested option: proxy settings
 4. No proxy, JAVA 7 (build 40) reports that browser settings are being used.
 5. Skip update plug ins
 6. open download area: try to create an area to download: nothing happens
 7. zoom in or out, then the map disappears and will not return. 
 8. Blind download results in an error

System Windows 7 Home premium 64 bits on a Sony Vaio. All other Internet connections work fine.
