Reappearance of #9748

Problem is caused by combination of

leisure=pitch

with

area=yes
highway=pedestrian

"area is unnecessary for amenity" should not be produced for ways with highway=* (there are certainly other cases, but this one is probably the most popular).

Please fix all "area is unnecessary for " cases, not just single test as after #9748.
