alt+a adds tags to excess node after 'follow' operation

see the attached testcase and illustration.

in the testcase, switch to 'add' mode, click on node d, then node a, then node b. hit f - ways is continued to node c.

press alt+a, add some tag. notice how it is added to the way and also to node c - should not be added to the node.
