[PATCH] i18n of presets

Description
The attached patch allows translation of the presets menu and the related dialogs.
It requires a change in the plugins directory and language handling, which I already checked in.

I'm not sure this approach is good. Would it not be better to change the preset mechanism so that many languages may be specified in the presets file itself, rather than duplicating everything (half in the language file, half in the presets). Granted, the way it currently works is that we only have one huge presets file, but the theoretical plan is to be able to have lots of different custom preset files, and I don't know if we really want all that in the lang-xx plugins! Of course on the other hand, the writer of a preset file might not always be able to specify all languages. This one calls for a bit of discussion I guess.
