Preferences window reopens after hitting the "ok" button to close it

Steps to reproduce:

1. Once JOSM is started, hit the "F12" button to pull up the preferences window.
2. Click on the "Plugins" button on the left.
3. Now click the "OK" button at the bottom of the screen.

What happens:
The preferences window reopens on the "display settings" part.

What should happen:
The preferences window should close and not reopen.

This is happening on a brand new clean profile as well as my normal profile So, it's not a profile bug here. Also, the second time I hit the "OK" button on the reopened preferences window, it works as expected. Marking this as "minor" since the OK button works on the second window. Still, it's annoying and an extra un-needed click with the mouse.
