Reverting selection + deleted object produces data inconsistency

What steps will reproduce the problem?

1. Download Way: 84575868
2. Revert changeset 16,833,418 with selection + deleted objects to new layer

What is the expected result?

Selected object gets reverted + deleted objects undeleted and you get conflicts on objects with inconsistency.

What happens instead?

Lots of nodes (objects) are not undeleted leading to one or zero node ways.

Please provide any additional information below. Attach a screenshot if possible.

The order of the object when undeleting should be the same as for uploads: First nodes, then ways and last relations.
