Toolbar customization doesn't remember changes

Hi,

when I make changes in the preferences/toolbar customization section, JOSM doesn't keep the changes. All that appears in the toolbar are some small boxes where the new icons should appear. But even with the small boxes I cannot use the tools behind the box.

FYI: I use JOSM (Version 656) on Windows XP - Tablet PC Edition 2005 - Service Pack 3
