Problem with automatic selection in the "Add value?" dialog

When the old value entry is only 1 character long, it is not automatically selected when you move away from the key entry field by pressing Tab.

To reproduce:

• add layer=1 to a way
• select another way (without a layer tag)
• open the dialog again
• type bridge, press tab, enter yes, and you now have "1yes" as the value.

If the old entry is 2 or more characters, it is automatically selection in whole when the input field is entered, so that it can easily be overwritten.
This is at least inconsistent.
