Startup message regarding translation help is confusing

Description

When starting josm-latest.jar (5916) it says (in german): "Help to translate JOSM! At the moment 100% of the program texts are translated.".
This is confusing as it first says that there is a need for translation and than states that everything is translated.

This is confusing as it first says that there is a need for translation and than states that everything is translated.

There are not that many language with full translation so far and even these need to be adjusted after new commits.

If you want to help translating into German you could help in the JOSM wiki. There we are far from 100%. See wiki:De:Translations#Statustabelle.
