Showing incomplete ways with names

Description

Incomplete ways in the selection list are shown as "39 nodes (incomplete)". But when the way has a name the "(incomplete)" isn't shown.

And another small thing: If there is no name for a way, but a ref, we should probably use that ref as the "name" in the selection box.

fixed (except the ref= thingie. I want to keep down the assumptions on specific tags to an absolute minimum)
