highway=tertiary_link/secondary_link should have presets

Description

JOSM needs to have presets for highway=tertiary_link and highway=secondary_link so that if you're manually typing in a highway type, the auto-complete can trigger (if none are already in the downloaded area) when you type the "_" and save time typing them out.

Those two highway tags are already in use by several people, enough to warrant the presets for them IMO.
