Reduce GUI clutter by merging "Selection" and "History" panel

Description

There are many similarities between the "Selection" and "History" panel. Both show a list of nodes/ways selected and have buttons to click at the bottom. Unless I am missing something, these could be merged to reduce clutter. Alternatively "history" can be moved into the "properties" panel where it may make more sense.
