don't use proxy when connecting to localhost

i'm in a big organization that routes traffic through a proxy, and have setup JOSM to use this proxy.

i also have a geoserver running on localhost that i want JOSM to connect to, but this doesn't work. it seems JOSM is using the proxy even when connecting to localhost.
