validator finds "suspicious tag/value combination" for surface on non-highways, but this is too rigid. E.g. aeroways (runway) also have surface-values, and many more objects can have surface values (some people advocate it for beaches, personally I prefer landcover in this context), e.g. some tags from the leisure range (pitches).

Yeah, leisure=pitch and leisure=track

I personally often use it like:

parking=surface
surface=*

or:

public_transport=platform
surface=*
