don't display segment numbers for inactive data layers, they make the screen crowded and don't serve for inactive layers.

For some reason I had never realized you could show segment numbers. For reference you enable them under Preferences->Display Settings->OSM Data by checking "Draw segment order numbers".

I'd agree, it's distracting.
