alt+shift+A opens a list of the authors of the selected object. Although the history displays several authors, only one author is is displayed in the list of all authors (alt+shift+A).

The user list displays the last editor of the selected object(s).

JOSM does not know the previous authors unless it requests the history from the OSM API. This request takes time and bandwidth and cannot possibly be done for all objects in the data set.
