[PATCH] Tooltips for CT icons in authors dialog

I was somewhat confused by the meaning of the gray check-mark icon. Turns out it means "auto-agreed". I guess it's fairly obvious that a check-mark means agreed, but if something is unclear to one person, it's probably to others too.

I updated the docs (http://josm.openstreetmap.de/wiki/Help/Dialog/UserList) and made a patch that adds elaborating tooltips.

The tooltip wording might be improved.

The "new objects" CT-cell get "undecided" as tooltip. A bit of a hassle to fix this, and I don't think it's a big deal?
