Attribution text/url are not displayed for WMS layers

Description

If a WMS layer is defined on Maps page with attribution-text and attribution-url, these values are not displayed inside JOSM, it works only with TMS layers. All the related painting stuff in TMSLayer.java should be moved to ImageryLayer in order to be used also by WMSLayer.
