download dialog slippymap: mouseup on licence text instead of click

Description

Within the download dialog, if you drag to select the area to download on the slippy map,
and you release the mouse over the "cc-by-sa openstreetmap.org" licence text, josm spawns
a browser. Starting the other way round, i.e. mouse button down on that text and drag elsewhere, the licence link won't be opened.

Should be only when clicked on the text, i.e. without a drag.
