I didn't see what actually the ALT key has to do with selection. With latest JOSM just pressing the ALT Key toggle the keyboard navigation for the menu.
Since this is a very old ticket, this may have changed and we can close this ticket.

According to the wiki, Alt is used to add ways to selection.

Additionally, it can be used to cycle through nearby objects without pop-up: wiki.
