Allow downloading in Bounding Box with URLs that have no "zoom" included

Quite simple request. Please allow downloading an OSM URL in the Bounding Box that doesn't contain the "&zoom=".

Example: I want to download this area: ​http://www.openstreetmap.org/?lat=38.528551&lon=-84.831418

What I think JOSM should do in this case: It should automatically set the zoom to level 17 or 18 and download that area instead of downloading the previous location because the BB didn't update.

This would be of great help for me when doing spot fixes I notice need to be done and I only have the URL without the "&zoom=" in it.
