[patch] Changeset manager button should always be enabled

The changeset manager button is disabled when nothing is selected in the changeset window.
It should be always enabled as it is not linked at all with the selected changeset (we should be able to open the changeset manager within an empty layer in order to download another changeset, for example). Please find attached a suggested patch.
