locale issue with keys using comma/dot in values of preferences file (lakewalker)

Description

In german or turkish systems the comma is used as number separator. For successfully being able to use the lakewalker plugin I have to fullfill certain prerequisits:

  • under windows I have to manually edit the preferences file to change the three lakewalker keys from comma to dot before starting josm
  • under linux I have to export LANG="en_US.UTF8"

Under a german windows it is actually enough to just open the josm preferences (with dots being written before) - if I even click on cancel without changing ANY value the prefs file is being written and any dots are saved as comma (without having changed any lakewalker setting at all).

This seems to be the same problem I described in ticket #797.
