trying to upload to an closed changeset should not abort the upload

Description (last modified by skyper)

When i do not upload data for about one hour, the changeset is closed by the server.
At the next upload, JOSM informs me, that uploading is not possible.

It would be better if there would be an dialog:
"changeset closed. Do you want to open a new one with the same comment?"
"yes" "cancel"
