Problem with JOSM jar file version 3966 (win-xp os, media edition sp3; java 1.6.0_24). Directly compared v3966 to v3907. Activity leading to bug: a) open an OSM file, b) select a way in the file and zoom to it, c) download data with the 'new layer' checkbox checked. This worked fine in v3907, but generated a bug in v3966; the attached file "v3966 error on download data to new layer.txt" contains the Bug reporting content.

As a result of this and other problems with v3966, I've rolled back to v3907, which is much more reliable than v3966.
