Activating OpenStreetBugs plugin creates two layers

1. Make sure that the MapDust and OpenStreetBugs plugins are not active (=installed but the windows are not open when JOSM is running; no layers). If any is active, close the window (=deactivate the plugin) and exit JOSM.
2. Exit and start JOSM again
3. Download OSM data of the (small) area 8.6779976,50.1165330,8.6807871,50.1183217 (sorry, JOSM doesn't seem to provide a permanent link)
4. Activate Bing Sat layer for the background
5. Activate the MapDust plugin (=window should be visible)
6. Zoom out so that the scale shows something around 337m
7. Activate the OpenStreetBugs plugin (=window should open)

=> there are two OpenStreetBugs layer created
