Description
I am wondering why i cannot download the new version of the editgpx plugin.
This seems to be a general problem. contourmerge has the same problem.
My currently installed version is 23659. On the webpage http://josm.openstreetmap.de/wiki/Plugins the new version of editgpx is 25407. But when updating plugins in josm this version never appears in my josm plugins configuration dialog.
I use josm 3751 under mac os x.

- Resolution set to worksforme

This is actually a feature. Plugins are continuously developed. On older versions you can't install newer plugins, so josm does not download and install these (only up to the last one you can install). You can recognize these at the little "*" in the plugin list.
If you want to have newer plugins, you need to update josm as well (there probably will be a new release soon.

So, 'version' in the plugin list means the latest available version compatible with the current JOSM version and not the overall available version. That's wasn't clear to me either.
I suggest to improve the text ('version'). Alternatively, adding an asterisk with some explanation on the bottom of the page (e.g. 'latest plugin version compatible with the current JOSM version') would help too, I guess.

That's sounds familiar to me: I had a similar problem with the FixAddresses plugin (see #5980, last comment). What happens if you do the following:
