tms max zoom level

Description

Since the plugin slippymap was in the core th max zoom level don't apply to tms layer.

If I set min zoom level at 15 and the max at 20, I only get level from 15 to 18
If I set min zoom level at 19 and the max at 20, I only get level 19
If I set min zoom level at 20 and the max at 20, I only get level 20
