power related changings for tagging

Description
we have some changes in the rules for power tagging (I don't like them all, but they are usable; so I will start to change the tagging of wind turbines etc., for example {Node id=534774852 version=2 VT lat=52.1795986,lon=11.4578897})

I slightly extended the german version of generator:output:

It would be nice to have these changed tagging rules in josm ... I will also add a wish for the change to the mapnik trac.

Some parts have already been fixed in #6436.
I'm considering to add the complete list of sources and methods to the preset as this avoids a lookup in the wiki.
