Add "addr:state" to the presets

When making a relation for any highway here in the US, we use the "addr:state" tag to list each state it's for.

Can this tag please be added to the presets(auto-complete)? A lot of US users would appreciate it IMO.

I don't expect this to be added to the default presets as the highway presets are already very long and this combination is somehow special.

Consider to define a specific preset for tagging Interstate Highways Relations.

Yeah, I agree. So, I'll just mark this as "invalid".

Dang it, that was me. I thought I was still logged in. Anyways, we now use "is_in:state" anyways, so it's a moot point. :)
