No warning about false chosen projection

I often switch these days between the South of France and Germany.

In France I use cadastre with Lambert-9 (4) projection which is useless in Germany.

JOSM should warn about that and maybe give the user an opportunity to switch.

Thanks for the fix.

Maybe some information around the projection box is useful, to give the user a hint why he/she can not focus on data outside the projection box. If you do not have any imagery layer, there is no warning right now.
