​[o22719] changed the behaviour of the wms-layer adjust button to be active only when a wms-layer is active.

Having to always activate the wms-layer to adjust it's position is a major pain. Where I live (Helsinki, Finland) the yahoo imagery is so warped that you must adjust the layer constantly unless you edit a very very small area at a time..
