Hi,
I am Italian, I use JOSM 3329 with WMS service and load PCN (Italian National Cartographic Portal) Service.
After 5/10 minutes of WMS use PCN Firewall ban our IP because we use a lot of band.
After talking with PNC Support, that is very fast, it give us some solution that I explain to you but it doen't work well because JOSM doesn't load wms panel again.
PCN Support say to configure JOSM with this parameter :
cache.wmsplugin.expire=0
cache.wmsplugin.maxsize=70
wmsplugin.timeout.connect=0
wmsplugin.timeout.read=0
wmsplugin.url.overlap=false
After change this option, we must add WMS service configuration and disable Automatic Download.
I have tried this solution but without automatic download (right click on WMS layer) JOSM doens't download nothing, also after selection of Change Resolution or Download Invalid Panel or Download Visible Panel.
After that the answer of PCN Support was :
Consider that the "automatic download" of JOSM determines a discharge sequential tiles.
This behavior is interpretation, since our security system, such as abnormal traffic causing the blocking of its IP.
To work around this is to disable this option.
Currently JOSM however, in case of change of resolution and / or pan, if the "automatic download" is disabled, is unable to recover more data showing a message like "no cache".
Therefore in order to regain the correct tiles must enable it.
So we need a change in the behavior of JOSM to avoid this problem is not within our competence.

After update to last version, it doens't fix automatic update problem.
Now I move on some tiles that was on cache I get that tiles blinking

No, the automatic update is not fixed. You still need to follow the description of the server maintainers. But you now have the chance to load the tiles by hand using the menu point to download visible tiles.
The red tiles jumps are strange. It seems error tiles are automatically reloaded, which they shouldn't.

Should be fixed with #5207 and #5208.
Another suggestion: Use the bookmarking of WMS layer settings to have the same zoom level when you use the WMS again. This helps to keep the cache over sessions.
