Combining two ways with relations caused crash and corrupted OSM file

Description

Combining two ways each of which had identical tagging including two relations. Usual bug report. Saved and exited. Could not then reload the osm file - "relation with external ID '-15,042' refers to a missing primitive with external ID '-15,530'. Lost a lot of work!
JOSM v3354 Java v1.6.0-18.
