[Validator] Uploading fixed duplicated nodes fails with error 412

Description

After fixing a bunch of duplicated nodes with the validator plugin, the uploading of these changes fails in the third phase. I mean with third phase the phase in which the deleted nodes are set to hidden. The failure i get is Error 412 Duplicated nodes.

Just bumping it because due to a bug in Potlatch we got thousands of duplicated nodes to fix.

Crossposted it on openstreetmap.org because after some investigation i found that it is developed over there.

Did some more researching, found out it is a know problem, but i have a possible solution you could make sure that this plugin only fixes nodes far within the bbox
