Description
Hi,
the controls of PicLayer don't work with recent versions of JOSM.
Any image manipulation of imported files (e.g. resizing, moving or rotating) fails.
It's however possible to change the alignment using a .cal file.
Basically the plugin works but the controls don't.

I'm getting this error too, and I did click the "PicLayer #0" in the layer menu. It's selected (in blue) and I still can't move it around, except by editing the .cal file and choosing import.
None of the piclayer tools in the tool palette seem to do anything.
I've got josm 3208 as installed by debian unstable.

It must not be blue. It must have the green selection symbol. That's a difference.

This is more of a documentation error than an actual bug. The UI on this plugin does not integrate very well.
In order to use the PicLayer controls, you have to set the piclayer image as the active layer.
Also, to get the image to display under the map layer, you have to raise the map above the image layer. There are no transparency options.
