Validator plugin wont remember settings when opening preferences

When opening preferences, the validator plugin tab wont restote the existing settings and shows the defaults.
This causes validator preferences to be lost when changing unrelated things in the preferences.

This does still happen on the current version of JOSM (778) and the validator (5197) on multiple machines (all winxp with Java 1.6).

I can even change the settings entries directly and it still wont show those on the settings page, and ticks all options again.

Update Validator plugin. 5197 is outdated for a long time.
