Can't save any ways created locally, but will upload to OSM

What steps will reproduce the problem?

  1. Draw ways
  2. Add tags
  3. Try to save work

What is the expected result? Dialog box for saving work to appear What happens instead? Exception dialog box with info below appears; unable to save work.

Please provide any additional information below. Attach a screenshot if possible.

Java windows installation issue. Reinstalling Java usually helps.
