Using JOSM 2717, and uploading a large dataset in multiple changesets results in the 2nd and subsequent change sets having no comment text. See for example changesets #4016633 and #4017010, which are the first and second changesets of an update of 150k+ deletion of orphan (or lonely) nodes.
