We can only localize strings that are in the openstreetmap repository. You can kindly ask the author if he likes to add his code to the main svn tree. (He can get svn access for this if he doesn't have already.)

OK, I agree to move buildings_tools to svn tree. Who can help me with obtaining svn access?
