in windows the cursor will not show in the textfield by using the relation-editor.

Could you please add a status report? (Help > status report)

Especially JOSM version, Windows version and Java version would be important to resolve this!

Have had the same for as long as I can remember, but learned to live with it.

JOSM version: all of them. Windows XP. Java 1.6.0_18.

This bug report is pretty hard to understand. I've marked it as a duplicate of #4686 which I've just filed. Please reopen it if that bug doesn't cover this issue.
